I have the honour to submit for your consideration a proposal for the appointment of a special
officer to be Hospital Warder in Victoria Gaol in this
Colony.
In the past none of the ordinary warders who have been allotted duty in the Gaol Hospital have given satisfaction and it is believed that for many years the
Hospital has been the "clearing house for prison traffick-
It has never been possible however to obtain
sufficient evidence to convict any of the officers who have
been in charge.

I suggest that, as the position is an
important one, in fact almost as important as that of the
Medical Officer who has to depend to a great extent on the
information given to him by the Hospital Warder, an officer
superior and better qualified than those in the past should
be appointed.
The position of such an officer would be
analogous to that of pharmacist in the large English
prisons; his duties consisting of compounding medicines, taking charge of drugs, surgical appliances, etc., assisting at operations, sleeping in in cases of serious
illness, and assisting in the examination of patients: Re
would also be responsible for the condition of the hospital
